Ces derniers mois, le gouvernement vénézuélien, dirigé par le président Nicolas Maduro a signalé de nombreux cas de sabotage du système électrique avec une campagne soutenue pour subvertir l'économie de la nation. A médias et plus international que les médias privés au Venezuela, se moquaient des graves allégations formulées par le président vénézuélien, et ont plutôt tenté de blâmer le gouvernement pour tout dommage causé au pays. Cependant, un document interne de trois organisations en Colombie et aux États-Unis révèle un plan sinistre contre l'Etat vénézuélien à provoquer la violence, même tués, avec l'intention de justifier une intervention internationale avant les élections communales du 8 Décembre. Ce document , intitulé «Plan stratégique du Venezuela», a été préparé par la Fondation de l'internationalisme démocratique  du président colombien Alvaro Uribe Velez, avec  First Thought Foundation Center Colombie  et la firme américaine de consultants FTI Consulting . Son moment de la rédaction était de 13 Juin 2013, lors d'une réunion entre les représentants de ces trois organisations, les dirigeants de l'opposition vénézuélienne, comme Maria Corina Machado, Julio Borges et Ramón Guillermo Avelado, expert en guerre psychologique, JJ Rendon, et en charge de l'Agence pour le développement international (USAID) pour l'Amérique latine, Mark Feierstein.  plan stratégique visant à déstabiliser le Venezuela a pour but principal d'affaiblir le gouvernement dans le cadre des élections communales du 8 Décembre, tels Comme il est précisé dans le texte: «Les objectifs de ce plan se divisent essentiellement en la municipale prévue pour le 8 Décembre en même temps, y compris usure accélérée progressivement alléger le triomphe suprême de gouvernement de l'opposition cet événement. " Ils ajoutent: «. Mais si c'était avant, beaucoup mieux"  Ce document détaille également la stratégie visant à saboter le système électrique au Venezuela afin de demander au gouvernement des faiblesses de l'infrastructure du pays et ainsi projeter une image de crise du Venezuela au niveau international. Dans le cadre de ce plan, les auteurs proposent de «maintenir et augmenter les services qui touchent de sabotage à la population, en particulier pour le système électrique, permettant au gouvernement de blâmer la prétendue inefficacité et de négligence". Depuis lors, les coupures de courant et d'autres pannes d'électricité ont affecté différentes régions dans tout le Venezuela, provoquant un grand mécontentement, et donnant lieu à une perception négative du gouvernement. Récemment, les autorités vénézuéliennes ont arrêté plusieurs personnes impliquées dans saboter le système électrique et à la fin de Septembre, le président Maduro a expulsé trois fonctionnaires de l'ambassade américaine à Caracas pour son rôle présumé dans les plans de déstabilisation.  dans la section intitulée "Actions "les auteurs du document détaillant les prochaines étapes visant à déstabiliser le gouvernement vénézuélien. En plus de "perfectionner le discours conflictuel du plaignant et Henrique Capriles" candidat présidentiel vaincu par Maduro, reportez-vous à «susciter l'enthousiasme avec des messages courts mais ils atteindre plus de gens, qui reprend les problèmes sociaux, ce qui provoque des troubles sociaux. Autant que possible, devrait provoquer la violence tués ou blessés ".   Vénézuéliens, des représentants de l'opposition, se sont associés avec des forces extérieures à causer la mort de citoyens innocents dans leur propre pays avec l'intention de promouvoir une invasion militaire de leur nation. Cela représente une grave menace-et-un crime ignoble contre la souveraineté du Venezuela. Enfin, outre la promotion de la dynamique d'une campagne internationale visant à marginaliser, délégitimer et discréditer le gouvernement Maduro à travers les médias et porte-parole de la droite Le document recommande «une insurrection militaire" contre "vénézuélien". Ils proposent des «groupes de contact militaire actif et le statut de la retraite à étendre la campagne à dédramatiser le prestige du gouvernement au sein des Forces armées. Il est essentiel de préparer l'armée à partir d'un scénario crises et les conflits sociaux fer de lance de l'insurrection contre le gouvernement, ou au moins à soutenir une intervention étrangère ou insurrection civile. Ce vendredi, après trente ans passés en prison pour avoir espionné pour le compte d'Israël, le Juif américain Jonathan Pollard, 61 ans, un petit homme au large front dégarni devenu une icône de la droite israélienne, est sorti de sa cellule de la prison fédérale de Butner, en Caroline du Nord, pour retrouver sa liberté. Entre les États-Unis et Israël, c'est la fin d'une interminable saga diplomatique et d'un formidable bras de fer destiné à obtenir son élargissement.

Washington avait toujours farouchement refusé d'envisager la libération de Pollard malgré les pressions multiples de son allié israélien, jugeant le cas trop grave. Le premier ministre actuel, Benyamin Nétanyahou, avait tenté d'inclure sa libération dans les négociations de paix avec les Palestiniens, jusqu'à leur arrêt en avril 2014. Certains experts affirment que Pollard, condamné à perpétuité, doit finalement son salut à l'accord sur le nucléaire iranien, l'Amérique ayant vu dans sa libération un moyen d'apaiser la colère d'Israël, violemment opposé au texte signé avec l'Iran. Une hypothèse démentie par la Maison-Blanche.

L'homme est assez affabulateur

C'est en 1984 que l'analyste civil du service de renseignement de la marine américaine Jonathan Pollard - obsédé depuis l'enfance par l'idée d'aider l'État juif - prend soudain contact avec l'espionnage israélien pour proposer ses services. L'homme est assez affabulateur, profil qui lui a fermé les portes de la CIA. Mais il va profiter de sa position pour faire passer à l'État juif des milliers de documents classés «secret défense» entre 1984 et fin 1985. Il en tirera un diamant pour sa femme, 10.000 dollars, puis une enveloppe mensuelle de 2 500 dollars…

Malheureusement pour lui, une enquête du FBI, réclamée par ses collaborateurs, le plonge dans la panique et le pousse à se réfugier à l'ambassade d'Israël, dont il sera refoulé par les gardes de sécurité israéliens. Pollard est lâché par les maîtres espions israéliens. Il sera cueilli par le contre-espionnage américain à sa sortie du bâtiment, jugé et condamné à la perpétuité en 1987.

Au fil des ans, nombre d'observateurs se sont étonnés de la dureté de la peine, jugée sans précédent pour quelqu'un ayant espionné au profit d'un pays ami «sans intention de nuire aux États-Unis». Pollard affirme, pour sa part, qu'il n'a passé que des secrets destinés à servir les intérêts d'Israël, comme les plans du QG de l'OLP à Tunis, ou le lieu où se cachait le numéro deux de l'organisation palestinienne Abou Nidal, assassiné par les services israéliens en 1988. Mais ses nombreux détracteurs répondent qu'il a exposé pour des motifs vénaux des secrets ultrasensibles, dont le manuel des codes d'accès et de chiffrement de la NSA dans le monde et les méthodes d'espionnage utilisées en URSS, en pleine guerre froide.

Lors du procès en 1987, le secrétaire à la Défense Caspar Weinberger écrira dans un memo confidentiel qu'il s'agit d'une des plus graves histoires d'espionnage de l'histoire des États-Unis. Le patron de la CIA, George Tenet, ira jusqu'à mettre sa démission dans la balance en 1998 pour empêcher Bill Clinton de le faire libérer. Le vice-président Joe Biden aurait déclaré qu'il faudrait lui passer sur le corps avant de prendre une telle décision…

Héros de la cause juive

Les observateurs expliquent que l'affaire est très sensible, car elle touche à la question de la fiabilité de la communauté juive. «Les présidents américains ont voulu en faire un exemple pour dire qu'on ne pouvait tolérer l'espionnage d'un pays ami», confirme à l'AFP Michael Brenner, professeur à l'American University à DC.

Une fois passé l'embarras du scandale, l'État d'Israël va pourtant se mobiliser pour faire libérer Pollard, invoquant des motifs humanitaires. Le soutien grandit dans les années 1990, alors que l'ex-espion obtient la citoyenneté de l'État hébreu, embrassant avec ferveur la religion juive. Aidé par sa deuxième femme, épousée en prison, il devient peu à peu le protégé de la droite israélienne, qui le présente comme un héros de la cause juive.

Désormais libre, Pollard va devoir rester sur le sol américain au moins cinq ans, selon les termes de sa libération conditionnelle. Mais ses proches affirment que l'ancien espion rêve de s'installer en Israël avec son épouse, Esther Zeits, une Juive canadienne. Il serait prêt à renoncer à sa citoyenneté américaine pour arracher une décision. Deux élus juifs de New York, Jerrold Nadler et Eliot Engel, ont appelé Barack Obama à l'autoriser à quitter le pays
